4th Meeting of the Panel on Phytosanitary Procedures

The Panel on Phytosanitary Procedures met in 2006-10-20/22 in Vilnius. The Panel reviewed the instructions to authors of phytosanitary procedures for consignment inspection, place of production inspection, inspection of places of production and area wide surveillance, and National Regulatory Control Systems. It agreed that the general texts on inspection and lot identification should be part of a general standard. This general text will be presented to the Working Party on Phytosanitary Regulations.

A revised version of the draft National Regulatory Control System for Bactrocera zonata was discussed. The document had been aligned to PM 9/4(1) Diabrotica virgifera: procedure for official control. The Panel considered that the EPPO Secretariat should contact fruit fly experts to discuss some of the trapping recommendations made. The Panel reviewed and modified the draft which should be presented at the Working Party on Phytosanitary Regulation in June 2007.

 

A revised version of a draft National Regulatory Control System for Heterodera glycines was also discussed. Some details still need to be further studied (e.g. is the sampling method recommended for Potato cyst nematodes appropriate for H. glycines?). This information should be available soon. The Panel considered that this standard should be presented at the Working Party on Phytosanitary Regulations in 2007.

 

A revised version of the draft phytosanitary procedure for consignment inspection of strawberry plants was reviewed and should be presented at the Working Party on Phytosanitary Regulation in June 2007. The following draft phytosanitary procedures were presented to the Panel for the first time:

  • Consignment inspection of tomato seeds
  • Consignment inspection of grain and seed of Triticum
  • Tomato seeds: place of production inspection
  • Erwinia amylovora: inspection of places of production and area wide surveillance
  • Sharka inspection of places of production and area wide surveillance
  • Consignment inspection of Chrysanthemum cut flowers and plants for planting inspection of places of production and area wide surveillance

 

All documents will be revised and studied further at the next meeting of the Panel.
