88th Meeting of the Panel on Global Phytosanitary Affairs

The EPPO Panel on Global Phytosanitary Affairs met on 2024-09-05/06 in Yerevan. This meeting was hosted by the Food Safety Inspection Body of the Republic of Armenia. Thanks are due to them for their warm hospitability and excellent organization of this meeting. Armenia is not yet an EPPO country and the procedure for joining EPPO is well underway.

 

 

The Panel meeting was held in the same week as the 2024 IPPC/FAO Regional Workshop for Europe and Central Asia (2023-09-04/06).

 

The Panel members discussed several draft IPPC documents which were under consultation. These comprised one draft ISPM and draft Annexes to ISPMs and two specifications for new ISPMs. Once finalized, the EPPO comments on these drafts were shared with the EPPO countries and the IPPC Secretariat through the IPPC Online Commenting System (OCS). The EPPO countries were invited to endorse the comments.

 

Draft ISPMs for first consultation

  • Revision of ISPM 26 Establishment and maintenance of pest free areas for fruit flies (Tephritidae)
  • Annex to ISPM 23 Guidelines for inspection: Field inspection
  • Annex to ISPM 38 International movement of seeds: Design and use of systems approaches for phytosanitary certification of seeds
  • Draft annexes to ISPM 28 Phytosanitary treatments for regulated pests:
    • Combination of irradiation and modified atmosphere treatment for Trogoderma granarium
    • Irradiation Treatment for Pseudococcus baliteus
    • Irradiation Treatment for Paracoccus marginatus
    • Irradiation Treatment for Planococcus lilacinus

 

 

Draft ISPMs for second consultation

  • Annex to ISPM 46 Commodity- specific standards for phytosanitary measures: International movement of mango (Mangifera indica) fruit
  • Annex to ISPM 39 International movement of wood: Use of systems approaches in managing the pest risks associated with the movement of wood

 

 

Draft ISPM specifications (first consultation)

  • Specification on revision of the draft reorganized pest risk analysis (PRA) ISPMs
  • Specification for an ISPM on Safe provision of food and other humanitarian aid

 

During the meeting, the Panel members were also updated by the representatives for Europe in IPPC groups on the outcomes of recent discussions, they discussed the EPPO nominations in CPM bodies for the European region and highlighted the need to identify new EPPO stewards for the new items in the list topics for ISPMs.

 

The next meeting of the EPPO Panel on Global Phytosanitary Affairs will take place in Paris, at the EPPO Headquarters, on 2025-01-28/30. A meeting with NAPPO will also be organized in conjunction with this Panel meeting.
